HRs should think over giving more options to employees to choose from when it comes to CTC reimbursements . For example it might be possible that the employee doesnt have car or need car to commute to office, however have a regular expenditure on medicines for himself or parents which is quite common these days. An annual total amount limit can be decided like 24 Or 30K which can be reimbursed on submission of valid bills. Any thoughts from anyone?

And regarding petrol bills you can manage that easily. Lot of ways to generate fake bills online.
