If it is an employee - then definitely pay. Till his last working day with the company you should pay, that is your obligation as an employer.
If the person in question is a contractor, then it depends on whether the payment was agreed to deliver output based on agreed quality parameters or was just agreed to deliver an output. In the former case payments can be withheld as quality agreed has not been delivered, but in the later case payments have to be made as only delivery of output was agreed and has been completed and expectation on quality can be subjective
Looking at all your other replies and to my comment also, I don't think you are looking for advice, it looks like you are looking for people to agree with you around being ok with not paying the employee, you are seeking affirmation rather that advice.
You have already made up your mind about what you would want to do.... so i will leave it here...
As they were your employee it's your responsibility to pay them in full. If you are running that start up, you cannot afford to take decisions emotionally. What you could do to avoid this situation going forward is stress more on upskilling your employees and paying more attention towards the delivery part without micro managing the employees. If you also pay generous attention to how you're highlighting and rewarding their achievements they'll be subconsciously inclined to doing their work better than they would usually do.
Please share your startup name, so in future if any role comes, then it can be avoided, will also share with friends to avoid.

You should pay him completely. I believe it was your duty to check all your points when he was notice period. You could have asked him to work properly when he was associated with the company. It is illegal to not pay full salary.
I have faced the same in startup they try to exploit employees in notice period. Instead try to give them smooth exit by checking on all compliance.
I paid for all the months. Only the payment for the last 20 days is pending. And the quality is really bad for the salary he deserved during those days.
recommend you to pay. indian laws favor the employee and the fact that a fair notice wasnt given to him, doesn't help! Its better to pay the 20 day salary than face legal notices - that could threaten your company's future!
