Can you do a survey of grads or kids at the end of senior year regarding what resources would be/would have been helpful?
Maybe their feedback that they would like some of those things you suggested would sway him.
That's a great idea. Find out what the students want.
Look at the school's report card to find out graduation rates and scores. It could be a low performing school or they could have been a class action suit against the school or district. This could explain the resistance. Are there teachers or parents you could informally converse with to gauge their opinions without revealing your plans? Try sitting in their faculty council meetings / union meetings to get an idea of their concerns. If you are certificated as a teacher you can attend. When you are comfortable ask the teachers for their feedback on how the changes could be implemented. Present them to the principal. If you are still met with resistance then share your concerns with your area director.
First- what is the budget for the resources. Start with the budget and check if there are line items (specific things it can be used for).
They may have hired you and that was all they had for the budget
The principal might think you're not needed and feels the "need" for you reflects poorly on him and feels threatened. I suggest having a conversation with him. If he's the final decision maker, perhaps you can find common ground. If there are others like you hired in the district, touch base with them to see if same issues exist. We know as educators, decisions get made way up the chain, and those further down don't see the need or concern nor understand the WHY behind it. Any feedback from teachers of seniors??
Who hired you and are you in collaboration with other consultants in the districts (I imagine there is one at each site)? I would definitely provide tactful feedback to the district about implementation and communication at the site (i.e. the principal is being problematic).
