I had the first round with a consulting firm and it takes them more than a month to arrange the final round and the recruiter is not being responsive. Is that normal?

As soon as we get someone over that and they don’t provide a payment date, I’m being asked to contact their CEOs somehow and demand payment. I am working on project which located at Mumbai location and I dont want to work from office at Mumbai Location. I am fine to work at Pune location i.e base location of Tech M. I am already serving notice period and last 20 days remaining.
