Start with priorities. Understand the most pressing issues talked at the leadership level. This would take a couple of months to figure (decode) the true concern. Pareto the priority and figure out what you need to resolve the first big piece.
Rinse and repeat. Not easy and needs a lot of leg work initially.

Understand future requirements that you need to service to man correctly - don’t forget governance and procedures - also good to understand where the current spend and potential leakage is as an opportunity

"Supply Chain" should be thought of as a three-legged stool: Strategic Procurement, Logistics, and Category Management. Break down the problem into each of those sub-departments and you'll be fine!
