This is a tactic many companies have adopted since the "great Indian resignation"period last year, good one I'd say if you see a lot of joining backouts. The way you are thinking is why they sent you the welcome kit. It makes you think if it is "ok" to say no now after getting the welcome kit.
You see as a company they are not benefiting from sending you the welcome kit other than aiming to improve joining probability of candidates. The recruitment is a time consuming and expensive process. Every time a candidate is interviewed, large number of hours are spent by employees which otherwise would have been spent on the other tasks. Time>>money in the industry.
I think it is ok to back out, such things should not be considered while making a decision. Your career, you decide what's the best for you. Also it is not your responsibility to send it back, they sent it so they have to arrange a pickup.
