What side job can I start that can bloom into a real business? Is there a way to get an online business that I can manage from home for 3-4 hours every day?

VOIP.
Find a company with stellar customer service and whose software integrates with your software.
I used Clio case management software. It integrated with our VOIP provider and was seamless, marvelous, and damn-near futuristic … until our VOIP provider was bought by morons and ruined the whole thing. We transitioned to RingCentral, a very good company with very good service at reasonable rates. Just less software integration, but still enough to get by.
VOIP. Best software and operating decision I ever made.
So would you buy say 4 cell phones for the office with whatever phone carrier for the employees to use and then set up VOIP on them to be able to get the calls (and texts?) on those phones?

Agents don't make calls for us. It is all in house
First of all,
1. clearly define and set-up a process for answering calls from potential customers or anyone else that could call on a regular basis
2. buy virtual phone numbers for your state, with the perfect area code included
3. Now with your newly profound system assign it to the right employee(s) and save a lot of money from your landline and you will have a clear procedure in place now
