To the conversation part? Yeah possibly. To the not looking indecisive part? I doubt it, unless you can come up with a really compelling, believable reason for your apparent change of heart.
It doesn't hurt to ask. Not sure how recently you turned it down, but you can always say you just weren't ready at that time. It is possible to change your mind down the road and decide you want to take the promotion.
I don’t think it would hurt to reopen to conversation and explain your new stance so you aren’t overlooked in the future, if it’s too late for you to get the promotion this time
