I mean I’m going to be candid, this person is doing everything in their power to get you out.
That being said, you have two options 1) Equally match her energy with fighting and bitterness 2) Try and figure out what is going on. I’d say try option 2 first 1:1.
It’s going to be awkward. It’s going to suck. But I would just say, “Hey, I appreciate the feedback you have. Can we jump on a call where I can review the feedback you’ve given me so I can improve upon it?”
Try not to sound bitter or angry on the call while this person gives you feedback. Talk to them like a toddler, like “omg I’m that’s what you meant, I didn’t understand that but I am crystal clear now, thank you for letting me know”. Confirm before ending that call if that meeting was a satisfactory review of their concerns? If they say no, then you can go full on war mode. If they say yes, then there’s a mutual understanding you guys have reached and those mistakes won’t happen anymore or better yet, you’d love to consult with them/have a better process to alleviate mistakes earlier on.
Then, write an email summarizing all you’ve discussed + all of the feedback they gave you point by point and that you reached an agreement. Bcc your boss on that. I would even mention in a separate email to your manager that you essentially did what they told you to do which is take care of this yourself. You did that. Now whatever happens also falls on their failure to intervene.
Then document every single thing this person says to you that could be ammunition (you do that by summarizing meetings for them and asking if everything on that email is correct and if they agree with everything on it? You screenshot everything you can with context and notes, and then you create a timeline when this bullying may have started. Email all of these files to yourself. You then basically go to HR sooner than later if it seems like this person hasn’t changed their tone and say, I’d like to report workplace harassment.
You have a load of documentation. If they fire you shortly after, you then have a wealth of information for a lawsuit! I know you are on a work visa, so I would actually engage with an employer attorney sooner rather than later as there could be other things you can do to prevent PIP via bullying.

So…we’re the questions in the screenshots bad? Your manager telling you to “handle it with her” is pretty bad management - dealing with this sort of thing is literally your job as a people manager. But if your manager thinks this other person is right about your quality then that’s where you can actually improve things
Is the manager “difficult” because she wants you to meet US work quality standards rather than those from your home country. Remind her that you are saving the company money.

They probably got the Principal title while working overseas and getting promoted by years of service or caste rather than merit. No shock that a qualified onshore manager would have a problem with them. Especially if there is a history at that firm of staffing unqualified consultants on visa for the purpose of saving money.
