We set a time to talk on Friday about the offer. However, the announcement of targeted hiring freeze happened on Friday. I was ghosted with no call. What should I expect now? Hiring freezes due to a recession?

Did you apply for multiple roles? Could be that you’re getting notification for another role, not the one you’re interviewing for. From the recruiter side, it’s a pretty intentional process where you update someone’s application status so unless there is some weird system error it’s not an accident.

I've received an auto reject for a job after I'd already been in the role for a week.
The way recruitment systems work, a req doesn’t auto-close. The job posting may no longer be visible, but a recruiter has to physically update the status of the req, just like they have to physically update the status of a candidate. Though there is usually a way to mass update candidate status, typically the notification for non-selection does not go out until the req is marked as filled (meaning another applicant is “hired”).
