If the employee was never told what the goal was, that's on the manager. If it were a situation where everyone at that level has the same goal, so they would be aware regardless of the manager telling them, I would say it's on both of them.

Thank you. Goal objectives in which it wasn’t enough was operations. This wasn’t in their line of objectives. And absolutely no one gave feedback mid year advising employee we need to add more do more ect. So the employee never saw this coming until Wednesday. In which they asked how is that possible? Mind you the rep has over 15yrs and not once did they get a bad rating.
If we are talking about sales or something that can be quantified like answer x calls, there should be some sort of dashboard where the employee and the boss can look at to see what their numbers look like.
Now I have personally be in the position where I was excelling at mid-year and then put on a pip 6 months later. The only thing that changed was a new top department boss.
And that was with regular 1.1s with my immediate boss.
But in my 20+ years of working everything from a department sales rep to a VP, I have yet to see a good training on how to set your own goals and how to track them.
Instagram coaches have helped me. But that could be your weakest link right there.
