Yes, definitely. Going to a new company, you start from scratch on everything including building your reputation, network, knowledge of how things get done… all of it. Of course it all depends on why you’re looking in the first place, do you have interest in staying, etc
It's a tough question because I think it really depends on why I would be leaving. If it was purely about compensation and they suddenly find the money in the budget when they didn't before, I might consider it. But usually I'm leaving for social and work environment reasons, not just pay.

I would still be hesitant. If money was the issue and I didn’t get the raise I asked for, you can’t suddenly find the money under threat to leave. If I am that valued then leaving wouldn’t have been necessary. You’ve still exposed yourself and probably would be cut during layoffs.
I can't think of anything that's within the realm of possibility. Short of an ownership stake or something similar that'd provide true job security, I wouldn't stick around for any counter. Once your notice is in, your credibility within the org is shot. Best to stick to your plan and just move on.
