I never used to write cover letters, but lately I’ve started including them in more of my applications. I know they don’t guarantee anything, but I see them as an extra way to stand out. Normally, I don’t put much weight on them, but I’ve been giving it more effort. I also keep different versions of my resume depending on the role, with small tweaks to better match each position. I know, it sounds like a lot but it’s just itty bitty small changes to each of the resumes I have.

I have a general resume template I use, and then I already know the sections I have to adjust for each job, usually the objective statement and the order of skills I highlight.
I have one resume, though I will occasionally tune it for a particular job. I will include a cover letter for any job that allows them, and while I start with a "standard" format, I will definitely tune it both for the job and for the employer.
It's good to have your standard resume kept as a document on your computer. And then if there's a job you want to apply for and you think it would make sense to customize it, you can make a copy of the doc and make the changes on that. One thing to be careful about is that it can get confusing if you start making customized versions of your resume, so you may need to put some thought into organizing them.
I have been tweaking mine some.
Yes I have different resumes and I will prepare a cover letter if asked. It’s a waste of time yes, but it’s not like I have anything better to do…
