I’ve been to many orthodox Jewish weddings and some are so modest you can’t be in the ceremony if you have skin showing and others nobody cared at all. It just totally depends on their level of observance
If it’s black tie you’re probably wearing a full length gown anyways - no slits, typically half sleeves is fine… could bring a shawl to be safe
I think the answer really depends on the people inviting you. Whether you’re Muslim or not, there’s generally no requirement to wear long sleeves unless you personally choose to wear the hijab. As a Muslim Arab, I’ve attended many Muslim weddings—Arab, Desi, African, and more—where guests had their shoulders or legs exposed. The term ‘modest’ is quite subjective and can mean different things depending on who you’re talking to. Not super helpful I know but it may be good idea to ask the bride or groom what they mean by it.

Curious what you ended up wearing! I’ve never seen fancier dresses than at a Muslim (Arab) wedding. Women were dressed like royalty, especially the bride’s immediate family. It was stunning and I loved that take and feel - truly a special occasion to celebrate. All that to say, modest doesn’t always mean not flashy 😊
