Honestly I've never seen this as a requirement! I can understand it too, like you said there's often a ton of project work involved, but I feel like a PMP would be way less sought after than an HR or business-related designation. Every HR Director I've worked under has been an MBA and CPHR (I'm in Canada!), but I've never personally seen/worked with one with a PMP to be fair.
