When an attorney accepts service on behalf of a client, but the client hasn’t actually been located / doesn’t have an attorney client relationship yet - does it count?

So far the only reason I’ve been told no is that “if you do then everyone will want to and then no one will be in the office” … how can I convince them that I work better out of the office and get this freedom & mental break for myself?

Is it typical that work done by associates on contingency cases isn’t counted toward their billable hour requirements unless and until we receive our fee on the case? This is my first experience with this, but it’s hard for me to reach my hours as is, without spending time on non billable cases like this with no assurance that I’ll see billable credit at the end.
