Each location has a different selection based on the local market, from my experience. If you want the cheapest options, I’d go to the cheapest neighborhood, regardless of city vs suburb.

No idea as to the answer to your question, just wanted to say don’t sleep on Amazon Basics - I’ve gotten a lot of great pieces from there!
Also have you considered thrifting. Depending on where you are, you could find gems in the clutter. Brand new items if you take your time too. People buy alot and they need to create space so they simply get rid of the old.
I love thrifting. There's not too many things you can't find in good quality at a good thrift shop. Try AIDS in Philly or honestly any SA.
Avoid the cheap resale items. They won’t last or wash well. Invest in a few nice pieces and build from there. A merino sweater can last a decade.
