From a product management perspective, I'd argue it makes sense. They're building out a v1 to meet bare minimum to say they have it which results in lead gen. Customers who need more complex capabilities can bring their own, and that can be coached through the sales cycle or after close. The cost of building what they have is likely a lot cheaper than buying a company or OEMing another solution, and Salesforce doesn't have real aspirations to be a developer platform, so why invest heavily?
Doesn't change that it may be hot garbage, but it reads as shrewd product portfolio management to me.

I would argue against that developer platform bit... DX, LWC/LWR, Heroku, Functions, Code Builder, the ChatGPT idea just introduced at TrailblazerDX...
