Yes, pretty much EVERYTHING in life is negotiable. But it is difficult when it comes to rent in today’s market. Not impossible, just difficult. But yea, I recommend to always try. If you don’t ask you don’t receive.
My friend has her little kids draw pictures to send to her landlord sometimes and is convinced that helps in those negotiations
There’s nothing in life that isn’t negotiable per se. The question is how much leverage you have.
Tenants in a tight market don’t have much but they have some. If you’re a tenant that always pays on time, doesn’t give any trouble, etc etc, someone might well rather take a haircut and keep you rather than having a unit empty for a month or longer and end up with an unknown entity.

Update: Ended up asking and I was able to get a discount even though I’m transitioning to month to month and not renewing.

It probably varies between mom and pop vs. corporate properties but I live at a Greystar property and learned that you can negotiate your rent to not go up to the new renewal rate and continue paying what you’re currently paying.
