Largely yes. I went county to federal so it's definitely possible.
I mean it probably depends on what specific role you've been working in, and how well your experience matches up with open positions in the state, but I don't see why you shouldn't be able to move up to a state job if you find the right fit. They probably prefer someone with government experience
Easy? Not always, but totally doable if you play it smart. State gigs can be more competitive, but your county experience gives you credibility. Just don’t assume it’ll speak for itself. You need to show how your skills apply at a broader level. If you’ve managed grants, large teams, or regulatory work, lead with that.
I have to say here in NM working for the County is SO much better than State. Sure, I think it's easy to transition. Just don't expect the same atmosphere or benefits.
