Intentional. These do-nothings are insecure about their job
It's hard to say for sure what's happening. If you've somehow become aware that you're being left off emails you need to remind your manager and see what her reaction is. The hijacking of ideas sounds bad, but in context it may be benign. In some work situations ideas you contribute belong to the team once you pass them along. It's good to keep a record of things, but it's possible you're overthinking it all.
I would think that an idea would deserve some sort of acknowledgement of merit from said individual. For example, Mary/Joe provided a great idea that we think would resolve issues with xyz.
My approach if I were leading a team would be to ensure that I appreciate and see all my staffs' contributions.
