Yes! If student is injured during the day, the front office will definitely call parents. Even if it’s more of a ‘heads-up’ (Joe and another student bump forehead at recess…accidentally. Joe says he feels okay but he has a small bump on his head)- fyi
Take a few photos of your child’s neck or of the injury and ask the principal what happened to your child and why weren’t you notified. If you’re feeling strongly about it, call the superintendent. Parents who call the superintendent seem to get action in my district.

Thank you so much. We are having massive issues with the principal and the administrative secretary. We’re actually urgently trying to transfer out. The teacher said she doesn’t know what it’s from, he never cried to her or anything. I don’t know, I want to tell the admin to check the cameras if I am not getting an incident report as it looks like a fingernail dug into his neck. I hate talking to them and they gaslight constantly so I just don’t know if I should text them in the app telling them that he was injured during school and since I didn’t receive and incident report and the teacher doesn’t know how he was injured, they need to look at the cameras and report back? Again, maybe a bruise could be he fell and they missed it but a fingernail on his collarbone isn’t something I’m going to just explain away.
It is not normal to forgo an incident report with this injury. I would contact them immediately for an explanation. Be nice. The written report may not have reached you if a different teacher was handling pick up. That happened to me on occasion, however, it was always there the next morning waiting for me on drop off.
