Leave at light speed. This is very much like the situation I was in. When they want to promote you, you will know (very clearly).

When is your next performance review? What happened after your last one?
I've ran into a few leaders who were being dumb with their communications. A few years later I found out they thought they did a good job at it. They didn't.
But humans do human things like make mistakes or simply not know how to handle a situation. It's unfortunate, but when that happens you will have to lead out on the conversations. Get specifics about when, why and how. And if nothing still happens on their end, you can confidently move on.
Find a better opportunity...and then leave.
I was in a situation like this, and it took some time until I realized the game they were playing.
Left about 2y ago. New company absolutely values me and helps me grow where the old was just kinda stringing me along.
Are you actively having the promotion and salary conversations with the decision makers? If you are and they have given you clear goals, you’ve exceeded them, denied a raise/promotion, then it may be time to look outside. On the other hand, if you are just working hard and expecting the company to recognize you, then you may end up in the same situation wherever you go.
Does your company have an internal job board where you can apply for open positions? With my company, in many cases, someone will need to apply for an open position in order to get the promotion. In very few cases, that I have seen, does someone get promoted without having to apply for the internal job opening and going through the interview process.
