They call that networking.
I am not aware what behavior you have noticed and termed as simping so i will just say this generically.
In office, you ned to have a good professional relationship with everyone that you come across. Professional relationship does not mean kaam se kaam rakhna. You need to be polite, friendly and interested in people around you. Have random conversations, have small talk, endure some bad jokes from people around you, etc. This will help you build relationships that last even after you switch companies. And if you call this simping then that would be a very shallow way of living.
On the other hand, if there is someone who is always just around their superiors, and always doing everything without questioning, and just to impress them, then that is real simping. And that is not good. No doubt, Such people will go ahead in the short run. Their superiors will pull them and provide good opportunities. But after a certain level of experience, they cannot sustain if they are not able to perform.
