If your org has an accounting department, then they should be handling payroll. They can ask for help with timesheets or whatever. But what’s the point of having an accounting department if they’re not taking care of things like payroll?

It belongs in finance; however, HR should have a close relationship to them. Need to work together to ensure employees' salaries are accurate and getting paid appropriately.
One time during an audit, I was asked to show evidence of pay increases for a group of individuals. One individual was on list; however, I found that I didn't have the documentation to support it. His manager provided his employe a status change to increase wage, but it wasn't authorized/approved by the appropriate personnel. Nor was it in the HR file. I had to raise that red flag to the executive team. And..... new process in place.
I don’t believe payroll should sit within HR. The HR function has expanded significantly over the years — managing complex employee relations, compliance, recruitment, and increasingly challenging workplace dynamics. Adding payroll to that scope can dilute focus. Payroll is highly detail-oriented and financial in nature, so it aligns more effectively with accounting, with HR supporting where needed.
I've worked in both. I prefer it to be in Finance, but only because I can't do payroll to save my life! I had no issues with it being under me, which it is now. I just make sure I hire someone who knows what they're doing.
