It’s harder to break into than advertising, for sure. You’ll need to start with a graduate degree in museum studies and start over as an intern again. It will help if your undergraduate degree is in the museum’s special interest (art history, architecture, etc.). It will also never pay as much as an ACD role at the highest position you could earn, so keep that in mind. Also know a ton of rich kids with connections will be competing.
Yep, much like academia and publishing, it’s so sought after that they can pay peanuts and rest easy knowing there will always be enough independently wealthy people to fill roles. Tale as old as time.
Museums pay shockingly low salaries.

There are small agencies that do this, but most of them are either not great or little known, so you should probably start one and take a crack at it.
Maybe start with applying to experiential agencies first? (Think MAS, 360i - now Dentsu, Momentum McCann etc) might be a good bridge to take.
