Is it a red flag if a company told me they want to make me an offer but are taking a really long time to actually send me an official offer?

Was recently offered a job in Hawaii that would be a much larger role than I currently have (deputy chief architect). The downside is the cost of living is nearly double my current location and I would only be getting a 40% pay increase.
