You gain favors with this partner, that is more important than anything else in this business. You are guaranteed to be on next PIP unless you find something else after refusing this.
Partners talk to each other. So not sure what you are looking to achieve with project partner. They are the ones getting hit by down billing, they will know this already. If they are willing to down bill, things are a lot rougher than you can imagine
Annoyed with 100% utilization vs. not annoyed on the bench? 🤔.
I'd rather be utilized than on the bench if the department isn't doing well. And Manager salary without the responsibility doesn't sound bad either.
Two potential downsides:
1. If you don't enjoy the SC tasks, then that may weigh into how you are feeling
2. your relative cost v. the tasks will likely impact project margins. so long as that is an issue for the people making resource decisions and not you, I wouldn't worry about it, but it may come up in team discussions if dept isn't doing well.
Sounds like you’re being floated on a contract below average profit margin. Be happy you have a contract. Be even happier for maintaining your salary.

I slightly differ from the points posted above.
Taking a SC role at M salary may sound good but you will have zero chance of becoming a SM in the nwar future.
Maybe do it for the time being until you find a new M or SM role elsewhere
