I would suggest letting him know that you are sensing he is struggling to create the space to articulate the vision he has for the team (politely assume that he has a vision). Ask if what he needs is someone to take a few sentences out of his head and work it up into something he could actually review, or if perhaps he’d like someone (ie. you) to work with other leads in his team to define a sort of bottom-up/crowdsourced vision. Probably the former. Just see if he agrees that he needs help, then offer to help.
Don’t manage up, it’s only effective if you’re good at it and ultimately people figure it out and you never see it coming

You know that part in fight club where Edward Norton is getting yelled at by his boss for slacking off, so he punches himself and makes it seem like his boss went violent on him... I do that.
And, FWIW, the term Manage Up has negative connotations. Polite way of saying ass kisser!
I report directly to my principal/director he's extremely busy all the time. What can I do besides standard BD to make sure he has clear vision.
He complains all the time that he is in constant survival mode with a glut of clients. Business is good, but we don't have a clear vision as a team.
What level are you? Suggest a 1/2 day session to lay out a Strat plan. Create the vision
