I guess another way to look at it is why would it be illegal? People pay to park in garages, and if it's not the company's garage, why wouldn't you pay? Sounds like something that should have been mentioned when you were being interviewed, but I guess they just assume people are familiar with the concept.
This is really annoying but not totally unheard of. More than anything it sucks that they didn't tell you this earlier because that decreases your take home pay by $900/ year. Wish they would have told you that before you agreed to the offer they made you!

Is it a hospital in a medical center or like a medical school attached to a hospital because some places it’s normal to pay for parking . Usually those lots are contracted garages .
My last job was like this too. I did the math and it was cheaper than public transportation, but it’s super frustrating. Plus we didn’t have RESERVE spots so if you weren’t there early enough, there was a good chance. The parking lot would be full. Because the public could pay to park there as well.
