I don’t know how you can answer that if you have not taught in all 50 states. But if I could just make a guess, I would guess all 50 are terrible.
Florida. All of the backward thinking, fascist state mandates limiting freedom of speech and freedom of expression are stifling the free exchange of ideas. I can't believe I live in an America that bans books and twists history to suit one particular group. There is no separation of church and state as we drift closer to a Christian theocracy. No thanks.

Is your criteria student success or teacher-satisfaction? RTW states have a lower satisfaction rate for teachers, at least according to this study:

According to this study, "where union effects are found, they are almost universally found to be positive for student performance.":

So a broad thought might be that RTW states in general are "worse". That isn't to say that all teachers there are miserable (I'm in a heavy union state and there are some things...) in RTW states, but statistically that's probably true.

Yours!! I don't mind teaching in MA, lot more support for core issues students are struggling with on the social front of things, though there's still an inequitable allotment of resources in our district, but I think that's a nation-wide issue.
Any state where GLBTQ+ kids and books are at risk.

North Carolina. I’ve also taught in Georgia, and it was so much better than NC.
Florida. I’m a social studies teacher. I would get fired so quickly. Texas would be next. Then Arkansas. Now, all of that being said, I’m from Louisiana. We may be getting Landry as Governor. That would put us as the worst.
Hard to say-on the surface it would be MS or LA because of the nationwide rankings compared to the other states. That said, being in MA there is a lot of variance between public schools of suburb vs urban.

I would say all states have their issues, some more than others, or less.
