I imagine that is one of the benefits. It also helps the hiring manager's existing network to apply. From applicants' side, it provides a potential view of the type of work / culture as people don't deviate too much from previous work experience.

Never seen a hiring manager post their LinkedIn on job postings. Usually they don’t want to be contacted and would rather you go through the recruiter. There must be a few one off situations where a particular manager or company just includes it. But most of the time that’s not the case.
I believe it’s to contact them directly, and as KPMG1 stated, it gives the manager’s network an opportunity to apply.
I've actually never seen this before, but will keep an eye out now! I would have thought hiring managers wouldn't want to be contacted directly
