If you have thoughts of possibly staying at your existing firm if they match the offer I would talk to them BEFORE accepting the offer but AFTER receiving the written offer. That way if your existing firm gives you an offer to stay that you like you won’t be in a position to then renege on the accepted offer. Always make sure you have an offer in writing though.
I would wait till confirmed. If going to another big 4 and HR finds out, most likely you’ll need to do offboarding the same day. Have seen this happen to other ppl in my group going to competitor who thought they’d be able to stay the 2 weeks.
Same.. seen this as well, if you give notice going to another big 4 they show you the door the next day, but I think based on your level they may still/may still have to pay you for the two weeks

After. Unless the firm said background checks are minor (doesn't look at much detail) and time off between roles is important to you
