Theory: It’s all about career paths. Historically, management is the only way up on an agency. No matter how technical you start, all ICs who want to advance are inevitably forced to converge at the Director/VP/C level.
Challenge with support/mentorship function being that it’s non-billable (and ergo not encouraged or incentivized). Even once those “leaders” give up their technical role to manage people and make decisions, they’re still expected to deliver against a scope.
What did I miss with this MBA thing?

Making decisions. Building confidence with clients. Managing people and projects.
So basically, the role of people at the top is to manage the swirl that comes from having too many people at the top.
There is no reason OP. That’s why small agencies are thriving and big ones are not.
Akin to the duties of an Australian Shepherd dog. Along with their henchmen (and henchwomen) in HR, they are there to keep the employees in line, lest they start thinking for themselves.

They don’t want to take the time to train and mentor junior employees.

It’s not the people. It’s an outdated model. People at the top sacrifice a lot to get there and want to stay. And, agencies needed the experience. Remember the old saying that in advertising your assets walk out the door every night. But now the experience, at least knowledge, is only a click away. The question is how much emotional EQ do you need at the top.
