Hand written note will definitely make them think you're more senior.
(Contd.) from the company reached out and we spoke, but when I followed up a week after she said they were looking for someone more senior. Last week the company reposted the role (guess they never found anyone) and I was thinking about reaching out to the hiring manager directly… thoughts?

I don't know anyone at the company that would vouch for me. But do have people I have worked /work with that would.
I had the same response from a recruiter. Going around them to locate the hiring manager was effective.
Good idea. Go for it and make sure to point out why you're a perfect fit.
If I was the hiring manager I'd think, "yeah this guy/gal has some initiative, let's talk."
