It depends on what you bring to them… if you think that something that happened feels unfair, but is complaint, then their role is to protect the firm…
If you bring to them something that’s non-compliant, illegal, etc… then they will protect you… and likely investigate… but you need to make sure you’re not exaggerating, because it could turn quickly…
So it comes down to the what and why…
They are always there to protect the company. Sometimes, that may also involve protecting the employee in some way. However, that's a coincidence, and not their goal.

HR is to protect the firm and not employees even though they say it’s to protect the employees.
