For the same reason 90% of all people I meet prefer bullies over the nice people as long as they dont bully you personally. They're not bullying the people who have power. Part of it starts with us too, why do we protect bullies in our personal lives or oust the most compassionate friends/family. Its the system that teaches us charm is better than sincerity. With that said, the bullies who bullied me until I was suicidal are under investigation so eventually they do eff up one too many times.

I believe they eventually get a taste of their own medicine. To the offenders they often think it goes unnoticed but that isn't the case. Behind what they don't hear, people see right through them and find them appalling. What I don't understand is how it has seemed to become the norm.

I agree. It’s been the norm, I’m not so sure it’s going to continue to be the norm though.
I do believe it will continue to be the norm. Look around at how many people have stories to tell regarding workplace mistreatment. I have a few of my own and although I don't speak on some things, it does happen to folks. I find most often that there are places that don't follow best practices and or have any human resource training.
I'll also add, it's been my observation that typically, the most toxic behavior and complaints regarding such have occurred at small and or family-owned businesses where having the breadth of knowledge and experience on best practices is completely non-existent.
