Company matches 3% upto 6% of my salary. So if 6% of my salary is 6000, they will give the full 6000 or 3000?

Offer negotiating tips? holding an offer, want to negotiate for 5% more base, 5 more days PTO, and 3% signing bonus. Company doesn't typically do signing bonuses, and no idea if PTO is negotiable.
