Why are people so hesitant to hire disabled candidates?

I am a visually impaired practitioner in South Africa, with 7 years of experience, and as soon as recruiters or business owners hear/read that I'm disabled, the conversation gets awkward and I never hear from them again.

I had a quick freelance job and am now invoicing. Do you itemize each portion of the project? E.g., About page - X hours, product descriptions - Y hours? Or just “All your stuff - ZZ hours”??
