He could if he wanted to. It would be incredibly unethical if he did, but since when has that stopped companies from doing anything?
He could really do anything he wants if he is the boss. It would be the same as giving you a raise and then dropping you back down to what you were making before the raise. Hopefully he doesn't do that though.
