You need a timeline conversation. Ask what measurable milestones would lead to expanded HR duties. If there is no path within a set period, quietly explore roles aligned with your long term direction.
Ugh, first off I am really sorry to hear that. I have been bait-and-switched before in a role, and it was the worst. Honestly, I would start looking for something else and see what else is out there. It doesn't hurt to look for other actual HR roles.
That seems to be my only option at this point.
When you're pigeonholed like that you need to find a way to break out. Talk to your manager and express your frustration and make it clear that you want to make a more meaningful contribution. If there's no advancement possible, get serious about finding a better job elsewhere.
Ask your manager directly what you need to demonstrate to be competitive for the internal move, and get a specific timeline from them. If they're actually supportive, they'll be happy to provide you with all the info you need to make it happen.
Best they have offered is for me to shadow different roles within our department. While grateful for the opportunity, the only way I would be able to move into any of the roles I’d be shadowing, I would have to take an exam (should a role become available), interview, rank in them top 3 and then be put on a waitlist. School districts are hard to get into and harder to move around, it seems like.
I was in your position and I thought going to my manager to discuss my concerns was the right thing to do. A month later I was called into her office and was told that they were moving in another direction with my position and my services was no longer needed. I did nothing wrong.
What an awful experience! I am SO sorry.
