This is a wild take to me. It is definitely insular, but it’s very informal and friendly; you can strike up a conversation with just about anyone.
Have you ever considered it’s you or how you’re going about meeting people or trying to make friends? I did not grow up here or even go to college here but I find it a really friendly place to live but you have to make the effort. And it takes time too! Ultimately, it’s up to you to put yourself out there …
Always a possibility but never had this issue in any other city

I lived in Buckhead. It was fine. I moved to the west side and maybe it's going from condo to house but the neighbors are way friendlier. I'm even friends with the homeless man who lives in the area and he keeps doing stuff and refusing to accept $$ (helps me cut the grass etc). I grew up in the ATL burbs and also thought it was friendly.
I’m from Atlanta and I will say that it is a much different place, including the people dynamics, since the ‘96 Olympics and post-Katrina so, I do not disagree with you.
Not the unfriendliest, but not as friendly as it once was. I’ve known it for over 40 years, and all of my family is from here and the surrounding area. It is not the same, at all.

Where are you from?
If you feel it's not friendly it's because you have not met natives. The city is now full of transients and gentrification has impacted the Southern Hospitality. Now it's just as superficial as Miami, New York,
Chicago and other places
