This is a contract opportunity through a non profit so I'm assuming a 1099 will be issued. The per hour rate is significantly less than my billable rate. Now my standard util is 40 and my adjusted is 105... and this project last in another month... by then my standard util might be 20.. will my promotion be affected by this? I am looking to move because for some reason I am hand-held a lot and given simpler tasks, so I am getting bored and want more challenging / much more fast paced environment. As my career progressed as a RDA, I moved to the front office and eventually management. I even taught dental assistants and became the Program Director of a DA program. COVID opened up remote work for me, I manage eclaims, claims corrections and billing for two offices. $20 per hour, no bonuses or incentives, I know I am not getting paid enough! In the HR discussion, we both agreed on 30L CTC (10% Variable) and 1L joining bonus. But later after 2-3 days when they need to release the offer, HR is saying they got the approval for 28L CTC(10% variable) and 2L joining bonus.

Should I take that offer and look for other options or straight forward reject the offer and then look for other options?

Also, according to this behaviour of the HR, is it good behaviour?

Actually, I gave Interview for BackEnd Developer @ Itilite. I was selected in the interview process (2 Tech DSA Based + HR) and got a mail stating that our interview panel is really impressed with your domain related expertise in order to proceed with offer negotiation please submit your documents. Now after 2-3 days of document submission, they came up by saying they cant move forward with my candidature.

I am still amazed how can they do this after asking my documents.

But they're saying that they'd discuss the offer only after the other company that I'm interviewing with has come up with an offer first. There's been a delay from HRs of the companies in a similar way. How do I urge them to send me the offer letter without sounding pushy? I had reached out to some of the HRs myself.
