Oh and is there a window on how often it is appropriate to bring up a promotion?
That’s smart to bring it up when the company is doing well. Potentially go in with how you showed value last year and were approved, you continue to bring that value, and if there is room now to talk about it. I’m not sure if one good quarter warrants it, but worth the discussion to see.
The best thing you can do is have the confidence to go to your boss and bring it up again. You’re the only one who will advocate for yourself, and it sounds like now is the right time. If you were already approved and it’s been a good quarter, this seems like the perfect opportunity to address it again.

Strike now—good quarters create short windows before "budget constraints" reappear.
Schedule a direct conversation with your manager: "You approved my promotion last year. We've now had a strong quarter. I want to revisit timing for this to go through." Don't ask if it's possible—reference the previous approval as confirmation it's deserved.
Key move: Get it in writing (email) that they're moving forward with specific timing. "Business performance" delays have a nasty habit of becoming permanent delays with new excuses each quarter.
If they stall again, you have your answer about whether this company will actually promote you. Sometimes the only real promotion is at a new company.
