Typically when TSA checks liquids for babies they test the outside of the bottles, not the inside, in my experience. And when I have multiple bottles they don’t usually test all of them.
I would not expect them to allow you to check it for free, and I wouldn’t feel comfortable checking prescription formula. You can pack it in two carryon bags, you should get one carryon allowed for each seat.
When we traveled with our baby they put them in a scanner type thing without needing to open them, but it was every single one! She was on "solids" and has a ton of allergies so I brought a bunch of pouches, like a weeks worth. Took forever, but worth the peace of mind that we had food she could have just in case and not worry it could possibly be lost if checked.
Tip: make sure you put it in clear bottles, this helps them to not open. You can ask them to not test
I had them open a lot of my bottles. If you don’t want them opened, then you need to tell them upfront and then there’s a different testing procedure that involves one parent going through other metal detectors. That being said, I never bought more than 60 oz total so I don’t know about those volumes.
Def bring prescription and or doctor note.
When I travelled with my baby, they didn’t open any sealed bottles. Only the open ones, they checked the exterior and put it on the machine (which I could see as well). So you should be fine.
I travelled overseas with liquid formula. No issues with TSA - they just check the exterior of the bottles
