Meaning - I have a job offer back in US now, and we both can continue working there. Or she comes here but I’m worried about her career since I don’t see any woman here and she wants to work. And only if she works, there is financial upside for us. When she gets a job here is obviously uncertain, but what’s the probability for expat woman to find a job in Saudi?

Other than in consulting have seen very few expat women actually working in KSA. At my previous clients there I can’t even remind of a single one
Plenty of women in the workforce. Our undergrad recruiting in KSA is ~50% women at this point (anecdotal, don’t have hard numbers). No harm in her starting to recruit already.

im expat, i work for one of the megaprojects and there are many expat ladies however they are mostly in development (area where saudis dont have so much experience in, yet). i would say if she has specialised knowledge (seems she does) she should be able to find a job but it might take some time. another thing to consider though is that typically they hire expats with 8+ years of experience and age>30. what i heard is below 27 it is impossible for expat to get a job in saudi now (outside consulting). she could try to look into specialised banking related consulting roles
