My 2 cents: you need to network, network, network so that when there is an opening, the person thinks of you. Reach out to as many people as you can (e.g. on linkedin) with a soft approach (e.g. I just relocated, I am looking for advice to better understand the local market and its specificities). Ideally, you would look for some hook (e.g. same school, same city, same country of origin) but not necessarily (e.g. you can join some HR network, association and use that). Worst case, you could email.
Of course, it is also worth checking and contacting directly the HH in your field (if relevant).
Though I have been doing the same for a while now, but no luck. People do not respond to any of my messages. They just blindly accept the connect request and forget after that.
I would advise not to do connect request but Inmail rather. Also, best practice (and maybe your are already doing that), you should try to have a clear prompt at the end of the message (so they answer on the sport and don’t forget). Like if ok for you, we can align on a time for a quick call at your convenience? And good luck! It is a volume game and you need only 1. Also, when you manage to network, don’t forget to always ask them who do they advise you to contact in their network. So you can contact new people by saying ´ hey, xx have advised me to contact you ´
