Absolutely. Im in favor of policies that put forward creative ways to stimulate private investment in under-invested communities. I much prefer this approach to additional government grants / subsidies, which are beaurocratic and wasteful.
Yes - creates incentives to direct capital to areas that need investment. Skeptical of gov ability to make sure funds are used in an ethical way. But I support the framework for owners of capital to be able to direct funding to areas that have been identified and approved by gov.
No. Capital should go where it is most desired/needed via market incentives. No need to distort the market via tax incentives. If a community is underinvested, let that be a sign that people should start changing what they are doing to make investment more attractive or they should move to a community that is attracting more investment if they do desire.
D1 saying "it's not that hard to move to your local city" truly shows how out of touch they are.
I'm glad you've been so fortunate and sheltered to have those opportunities to just move whenever at your discretion.

Oh definitely. All people aren’t born equal and a lot of that stems from socioeconomic factors which they cannot control
