Really depends on what you’re looking for… if you want a city vibe, I like the Four Seasons in DC. If you want more of a rustic vibe, the Salamander in Middleburg is my favorite resort with spa in the area - but I would never go if I wasn’t going to take advantage of the spa, so that needs to be something you’re into.
St. Micheal’s is a sea town with some luxury places, if that’s more your deal.
The Pendry on the wharf is really nice, rooftop bar has stunning views and great drinks
You could do dinner at little inn and stay at their hotel, but that will cost $$$$
Not going to comment on the “best”… probably highly subjective and everyone has their own preference.
As far as making the stay more special, you should look into a travel agent that can most likely get you perks like hotel credits, upgrades and free breakfast as well as contacting the hotel to let them know about your special occasion. Generally the price will be the same (or close) as booking directly through the hotel.
They will usually post on random travel forums… I’ve used these guys in the past and it’s always been a good experience (and they partner with most hotels) -
