This may not be the advice you’re looking for, but I recommend just ripping off the tags and throwing away packaging in Paris. If your bags are opened, it’ll just look like you already owned those items and no need to pay the tax.
No one looks, just get the tax free in Paris and your good

$1,000 is so minimal no one will notice either way. Customs is looking for designers good and people trying to get out of paying taxes, $1k won’t even cause a second glance
If you buy stuff in the big department stores, thryll process the tax refund for you. You’ll save about 12-15% which can really add up.
Just remember to process in CDG or the train station for eurostar on way out.
When returning to the US (after you have shown the office at the airport/train station- just throw out bags and rip off tags. No one will care in the us
I don’t understand some of the advice you have received so far.
Europe uses a VAT. You are taxed at the point of sale and stand to recoup that tax upon leaving the eurozone. No clue why you would rip off tags and pretend you already owned goods that you still stand to recover money from upon leaving France…
Regarding repatriating those good: I returned from Spain in October and the US doesn’t even use the form where you declare goods anymore. Virtually no one cares about what you are buying in Paris. No need to be all secret agent about it.
